Folks
I need to build a read only web application which basically reads a SQL server database and displays the data to the user.
Is there a design pattern or a framwork that I could use to achieve this?

Well, that description of your web application is too simple to do a complete analysis, but anyway, you will be using at least the DAO pattern.
Depending also on the complexity of the application, its business logic and how you want the info to be presented to the client, you could probably be in a MVC architecture framework(search also for model 2)...
