What is AntiPatterns related to UML or OOAD n at what level in software engineering is it used?

Antipatterns are things that have a negative impact. You normally want to steer clear of antipatterns. They have names like Spaghetti Code, God Class, and "The Blob". As with "normal" patterns, antipatterns are not limited to designs. You can have management and organizational antipatterns, too. Another thing: when abused, well-known patterns can become antipatterns. One frequently abused pattern is the Singleton.

As for when we use them in software engineering: we use them to help recognize when we mess up and to help us try to get out of the mess. An antipattern is not complete without a description of some sort of "refactoring" that can be applied or course of action to take to mitigate or eliminate the negative effect(s) the antipattern produces.
