If you see in the <filter - mapping> tag two elements we can give one is <servlet-name> and <url-pattern>.First it will goes in the order of <url-pattern> tag at the end of <url-pattern> order it will add the <servlet-name> resouce.thats why order is like that.

Session attributes are not accessible by all servlets in a web - application, they are accessible by any servlet or Jsp which access that particular session.So the answer is false and reason is what i explained.
