I found EJB 3 in Action book the closest to Headfirst and it is good for EJB beginners.
The specs can be found on Sun website or jcp.org or just, search for the words "EJB3 specifications".
I would say try the mock exams and check your level then you can decide if you are ready for the exam. Some of these exams are not expensive and many blogger said they are worth the money.
I have heard many people going back to the Sun specs after testing themselves with these exams.
Have you tried jboss.org? That's the non-commercial one.
I bought both books.
From a personal perspective, I would recommend the EJB3 in Action as it is more suitable for EJB 3 newbies.
