I won't verify if there are some duplicates. ;) But try to store your numbers in a set and leave the loop if the size of the set tells you having as much numbers as you want.

The last value in your insert statement should not be quoted - because it's a number. Your line 14 must look like this:

int l=statement.executeUpdate("insert into sus values('" + ui + "','" + u + "'," + i + ")"

It will be much easier to use prepared statements. More about that you can read here: http://java.sun.com/docs/books/tutorial/jdbc/basics/prepared.html

If Tomcat is not started, try to deactivate the user access control (UAC) and then start Tomcat or the service.

From my experience Tomcat will run if you deactivate the UAC while installing Tomcat as a aervice. After the service was installed, you can reactivate the UAC.
