The reason is that a cert book is designed to help you pass the exam. Teaching the basics of Java at the same time is too much for one book.
The good news, it can be any version of Java. You can pick up a nice free Java 4 book like "Thinking in Java" to meet that pre-req!

Yes, I think our book is excellent for people who have no JavaScript experience. It's written from that premise - the first section presumes no previous knowledge of JavaScript, and presents the basics that you need to know. The second section does the same for jQuery, and the final section builds on the first two sections. That, in addition to code examples that are as real-world as we can make them, lots of hands-on exercises, and lots of code examples in the book download, make this book a great one for beginners - in my humble opinion, that is... :)
