People who reach certain (acceptable) level of standard (ie., pass % in our case, 52% for 1.4) in a particular field of study, may get certified. The range of knowledge (the overall %) depends on how good he/she is at that field. I think, in general it is good enough to be within the acceptable range. But please remember that the knowledge always counts and has its rewards. That's the motivation behind these certifications. So the above explanation holds true for all kinds of certifications.
